To an extent, yes. But theres still lots of arriving Caribbean and African immigrants that are already beginning to take their place here of those who left.
They might be moving to better places anyway, LI is becoming more diverse.

LI has been quite diverse in certain areas since the 80s. But today, the diversity may spread to the entire suburban area of populated by ex-NYCers.
