Because she was born with the capacity for mutation. Doesn't matter if the hex or the snap set it off, if others are largely unaffected, the ones that are were
born with the capacity to mutate.
Having different defintions in the MCU is redundant.
If you establish that the celestials (and possibly the high evolutionary) tamper with the life forms on the planets they seed, there is no real reason to split hairs between Inhumans, mutants and mutates as they are all a result of genetic engineering.

so some reason must exist to differentiate them.

utter rot. firstly marvel comics, the source material, splits them out.
secondly ancient history and religion and personal belief conflate. take a look around you.
the average person on earth 616 is no more looking at millennia old celestial tampering meaining "we are all the same" to guide their behaviour than mankind now is looking at contemporary science telling us "we are all the same" to guide their behaviour today. put another way science saying "we are all the same we are all from africa" does not guide human behaviour.
humans react to percieved group differences in the here and now. humans react to percieved dangers in the here and now. then they attribute these to percieved differences (whether scientific or not) in the here and now. they don't let prehistoric-history get in the way of that.
iff humans writ-large took cultural hints from science then we would be looking at a far more rational world wouldn't we? people don't let ancient facts get in the way of their prejudices today.
mutation.
it is not redudant because heroes/villians are problems BUT many think that homo-superior will wipe humans out.
super villains might attack the city but they are not going to be using their powers against your children in school.
you might be ok with spiderman or thor but do you want mutants in your child's school that can see through walls? that can read your child's mind? that might injure or kill them?
that fear in and off itself is why xavier ran a school in the first place.
mutants are the unseen enemy in your school, in your family that might turn against you at any point and that will eventually wipe out humans.
it is genetic hatred that drives that, just as it drives racism today.
people can handle different species and special cases.
they cannot handle a massed (percived) enemy within.
that is what the x-men lore is all about.
