That was by designed. Kanye admitted he was studying how J Dilla would chop up samples and basically BE is Kanye doing his best Dilla impression. Dilla was suppose to produce the bulk of it like he did for LWFC but he was dying.

I mean more so the sound of the beat itself. Doesn't sound like the typical Premo beat at all and in fact I remember reading or seeing an interview where he said there no samples as well.
