He's just a lazy character creation, and the fact that he's using Jax's original name makes it worse.

shyt I actually liked Stryker in 9. If they could re-imagine and fix Sonya and Jacqui, I think they could make Stryker work again, but then again how far would they go into him being a cop and shyt
