I don't understand the MK writers. The end of MK 11 shows Liu Kang going back to meet the Great Kung Lao, and he literally tells the Great Kung Lao that he has been chosen as Liu Kang's champion.

Only for the Great Kung Lao to not even be in MK1 and Raiden is selected as the champion?

There was debate about the Liu Kang ending from MK Aftermath of whether that was Great Kung Lao or not. Some people speculated that it was actually young Raiden from Liu Kang's new era. Personally, I don't think it was Great Kung Lao, but simply just the new Kung Lao from this new era.

I think it was the Great Kung Lao because he was crafting the green family heirloom statue that Kung Jin stole from Raiden's sky temple in MK X. I dont think the Kung Lao we know crafted that.
