There's something you are clearly not understanding. Blacks can have conservative values but the American conservative has largely been anti-black and against black progress. Most black democrats voters are older and lived during a more conservative time in America. So if conservatism is so good for lack folks, why arent these blacks who lived in those times voting for conservative policies since they had direct experience with American conservastim?
