Same way that every resident evil would retcon a new origin of the virus or the events leading to the film, transformers would stay changing up when they first landed on earth and what new artifact was the most critical thing in the universe. They don’t plan anything out at all. The show gets written several times over the day of and frequently gets changed during the taping. I’m not sure they even have plans for Roman beyond force feed him as the top face while not having any fine details down. If they had a clue, Braun would have made it a triple threat at summerslam, Rollins and Ambrose would have helped Roman win the belt, and Braun would be chasing it against a heel shield.In other words, they didn't have this shyt planned out.
