"Paying your dues" has nothing to do with wearing an organization's belt around your waist though breh. If he DOESNT want to fight GGG (who's the WBC Interim Middleweight Champion, the #1 Middleweight contender, and the mandatory Middleweight challenger for the belt), then he needs to drop the belt.
You cant do whatever you want to do when you're a Champion in Boxing. You must defend the title against someone in your division, or be stripped of the title. Cotto is looking at Timothy Bradley and Brandon Rios as his next opponents.....2 147lbers, while he is the 160lbs Champion. It makes no sense.

Another thing....he's not maximizing anything by fighting Bradley or Rios over GGG breh. Let's be honest here. GGG is already a bigger name than both of em and Cotto vs GGG in NYC in June would be huge. Him fighting Canelo is off the table.
