This has been the case with every game from that studio this gen

Microsoft did get the timed-exclusive thing. but we're way past that. PC been got the DLC's. it's pretty well known they were having issues on the PS3 side

Far from a cheap ass nicca..got a gaming PC, PS3, 360, and a wii and yes xbox live is a rip off but PSN is not much better (but atleast it's free).
