Not a bug, it's a feature. Don't pay on purpose, rack up a huge bill, get called out down the line and negotiate what you actually pay to less than half of what you really owe. Or less.

I dunno about this. You can't negotiate with the feds on their money. Especially when you clearly got a lot of it.
