He introduced the violence with the tasing and he encouraged the beating. He should have been charged.Hemphill isn't on camera beating someone to death. He isn't on camera ordering the beating death of a defenseless civilian either. Given those two things he wasn't going to be immediately fired and charged just for being in the vicinity. Of course since he was involved in any manner that involvement has to be investigated and the investigation has to follow the typical protocol (relieved of duty with pay). Firing and charging him immediately just to appease a few activists could actually damage the open and shut case of the other five officers. You don't want to introduce the narrative of "wrongly fired and charged white officer" because it will be magnified to create tension and cast doubt on whether or not the department made the right call on any of these officers despite overwhelming evidence. Don't introduce doubt when there isn't a need to.
Anyone outside of the main five will have their actions investigated and like the EMTs they will face the consequences depending on their level of involvement (or indifference). I wouldn't say his job is guaranteed.

If you were at a night club with your boys and you started a fight and told your boys to stomp somebody you would get charged just like your boys. There is no difference between that scenario and what the White boy did. Your actions and the resulting violence were foreseeable. Prosecutors charge that every day. There are nikkas sitting in jail right now that didn't throw the killer punch, but they are charged with murder, manslaughter, conspiracy to do bodily harm, etc.
Some of them were, because they yanked him out the car and had him on the ground when that fat White boy tasered him. That is how the kid ended up on the ground outside of his car.
