It's a historical perspective. Back in the 90s, other genres were selling like mad, Rap was a distant 2nd, 3rd, or 4th place profit wise. It was treated like the b*stard genre on most labels outside of Def Jam, and MCs had a lot more artistic freedom, especially before Tupac's death.

When the 00s came, labels started getting hip to rap's surging popularity and took advantage of desperate rappers with the bling bling mentality.
