Even as a probationary employee there needs to be a conduct/performance based reason for termination so they are labeling them as low performers and since this is Must and Dump we are talking about they will likely fight UEI claims tooth and nail.

Until he submits an actual RIF to Congress and submits a plan on how it's going to process it's a whole nothing burger.
