Unfortunate. But alot of these people were folks still in that probationary period. It's a bit easier to get rid of them. Until he submits an actual RIF to Congress and submits a plan on how it's going to process it's a whole nothing burger. Then the Rs that are for it will be cool until their state is in the cross hairs for job loss that they have to explain. Don't fall for the headline and read the actual article brehs.

Does that mean they could do stuff like promote people then fire them within the probationary period?

Technically yeah if the position they move into has a new probationary period they can get you outta here due to that. I've read a few cases where they were permanent and moved into management which has its own one year probation period and they were fired and these people were working for the government 10+ yrs. It's pretty grimey
