Why do people want a former assassin for a Nazi organization as Cap? Bucky also still dealing with a lot of inner demons and turmoil.

Let Sam be Captain America and let Bucky be the savage and cold, badass White Wolf. I'm not even the biggest Falcon fan, but I'm tired of Black characters get shafted. Then people have the nerve to say "Why do they racebend White characters, why don't they do anything with the Black characters they have?"

Given all the downplaying of Sam's credentials in the MCU's past, one of the best ways to sell Sam being Cap as a logical outcome would be to

have Sam beat/kill some super-soldier - hand to hand. Namely Walker (if he gets powers and goes nuts), TFS (but they might be good guys) and above all by ending Bucky (if Bucky goes bucky-wild again). That would be the way to redeem Sam's side-man status. Take down a rogue Bucky by himself.

even then some people might have reservations about the acting, but in-universe it could work.

I think in the comics he was stronger than cap but cap more skilled which would make sense because he's already an elite borderline super soldier
