So hold on, I just realized the 4 bionic arms are cannon... In the MCU it's part of Tony's suit for Peter, and the first game just put that same suit in there without it being part of the narrative...

The assumption is he’s using a re-engineered version of doc oc’s from the last game.
In the comics the arms are part of the iron spidey suit stark makes for peter just like the movie. It was during the first civil war storyline
