It's most likely fake starting from the idea that you build a stadium putting money together in that way. There is a lucrative industry for agents building a pipeline of players to sell to European clubs and many people in these countries particularly in West Africa don't really do much to regulate this industry. Domestic leagues in that part of the continent are pretty much dead, if you look at revenues the 2 biggest leagues are South Africa and Egypt. South Africa does not have strong attendances either but in countries like Ghana , Nigeria, Ivory Coast the domestic league is not as lucrative as North African countries and South Africa. Even DRC has some billionaire guy who owns TP Mazembe who has financed them very well. The richest Nigerian was talking about buying Arsenal when he could have very well done more to contribute to the domestic league. The English league has pretty much killed interest in domestic teams across the continent. The issue with racist chants for him is that some countries will never take it seriously especially his home country and Eastern Europe. The governing body of European football has given the refs the power to suspend games because of racist chants but it still continues because the culture of the country is fukked up and they will always find excuses for it
