If something criminal takes places on your watch and you do nothing and it is proven that you knew or that you should have known you are gonna suffer consequences too. Its one thing if they are all coworkers but she is supervising these people and standing idly by while one gets assualted. That aint flying in most if any companies in this day and age.
She said she doesn’t supervise them. They’re in a whole different department on a different team

Are you asking what should you do if you’re the supervisor or if you’re the victim? Cause I’m speaking from the victim’s standpoint. If she’s the supervisor, she should report it if she’s already seen it. I’m assuming that would make her complicit in the act if she was aware and did nothing.

As someone that works in HR some of the questions I have are:

Is your friend in management?

Is there a supervisor/subordinate relationship between the two men?

Is there a pattern of behavior?

She is a supervisor but not to those people nor the shift she witnessed the incident. Idk if the older guy is a supervisor. I think he has a slightly "higher" position that the younger but I don't think he's a supervisor but I'm not sure. She didn't say he was. This is the first time she's witnessed anything like this.

Thats valid, as I didnt peep that. That still might not matter, especially since its criminal.
If the company found out, it wouldn't matter whether they're direct reports or not. Many companies have guidelines or regulations that make people with supervisory responsibilities something akin to mandated reporter; at colleges, they're referred to as Responsible Employees.

I doubt Rockauto.com or wherever your girl works probably isn't as stringent as that, but she should absolutely prtoctect herself. If they're in a consensual relationship let them explain that then. Whatever consequences there would be from management/corporate that you knew about this and didnt say anything seem worse than reporting to me.
