I think that's generally when it started dying out everywhere, Cali, NY, federal yards, etc. I did my time in North Carolina and it wasn't a thing there, but I did it in the 00s. I bidded with some old nikkas and my interpretation is, there was a time it was an actual thing in NC prisons too...
