I don't believe that it was just N.O.I at all, having done a massive amount of research on the topic it seems like a 3 way conspiracy. Malcolm didn't think it was just the N.O.I either, he was having problems and being followed abroad too. He isn't in The Final Call because of jealously the people running it had about his rise and they felt he was out to take Elijah's position and also that he wasn't listening to orders implicitly. There's a lot of evidence that points to it being not just the F.O.I.

The assassins gunned down Malcolm X out of anger at his split with the leadership of the Nation of Islam, the black Muslim movement for which he had once served as a prominent spokesman, said Hagan, then known as Talmadge X Hayer. Malcolm X had spoken out against its leader, Elijah Muhammad, in comments that some of Muhammad's followers denounced as slander.
