I'm speaking to competency. Even if he's a freshman if he's out there for a Penn State level school he needs to be able to hit open WRs. That's baseline.
If it's Mississippi State and Utah State then fine. They're going to miss really badly every now and then, but PS running the ball on 3rd and 13 shows you what the coaches think about him as a QB. You don't put that on the field if you're their level of college program.
