Cause Bischoff was a starfukker who overvalued celebrity names way too much. Mongo wasn’t even really a celebrity, but Bischoff felt name recognition translates into viewers and success. That’s why he OD’ed celebrities in the late 90’s when WWF started winning the ratings war and it didn’t help. Vince was putting out quality wrestling matches and top shelf fukkery while Bischoff was pushing the No Limit Soldiers and had Jay Leno wrestling at a PPVs.

Mongo as a CHARACTER was a better Horsemen than half the guys who have been Horsemen. As a CHARACTER, not as far as his match quality. The Horsemen are meant to be arrogant, elite athletes who spend a lot of money and draw attention to themselves. The guys at a southern country club who draw a lot of attention to themselves and rub people the wrong way. Mongo fit with that and I could imagine him partying with prime Flair a lot more than somebody like Benoit or Malenko or an angry hillbilly like Ole Anderson.
