The Pats and Steelers have coaching staffs that can develop players, so they don't need "great" players. Not to mention that they're good enough to not be in that kind of position.

Most of the elite players are picked in the 1st round.

the draft is a crapshoot
so paying less for a unknown talent would make sense

and if you know your staff is weak
then hire better
