The city decides the performer among the list of artists Jay/roc give the NFL for debate. The NFL remove a bunch of names and then the city (could be the mayor or whathever) takes the final decision. Rock nation CEO literally did an interview after the Super Bowl explaining how they selected Kendrick Lamar

NFL even told Wayne they didn’t make the final call but they told him to be more public and prepare just in case he’s chosen lol
