The city decides the performer among the list of artists Jay/roc give the NFL for debate. The NFL remove a bunch of names and then the city (could be the mayor or whathever) takes the final decision. Thats why some people thought it would be Wayne, considering the city of New Orlean had the last word.
The city even decides on the ambassador and shyt like that...
Whoever performs, whoever is the ambassador, whoever is the main cover journalist, is decided by the City. It's been like that for 15+ years.
