ok, first of all, biggie wasn't in charge of releasing his records. "Who shot ya" was released on the Big Poppa maxi-single. Puffy was in charge of that. From interviews of many people, it seems that biggie was in charge of very little of his career. As long as he gave puff the club songs, puff let him do the street songs. So Puff may have released it to fukk with Pac, but I don't think Biggie had a problem with Pac at all during the time the song was released.
