During the Attitude Era his gimmick would have been the Crow, but he'd be more along the lines of Mankind and Ministry Taker with an even darker gimmick than the original Crow Sting.

there is a 0% chance that there would have ever been Crow Sting in WWF...any era...if he hadn't been in WCW when the nWo was there. Fact.

The Crow movie still existed so there was still a possibility. it would just be with a different adversary.
Scott Hall was the one who came up with the whole gimmick of using Brandon Lee from The Crow as the template and also the going into seclusion, not talking, hanging out in the rafters ideas, etc. He pitched the whole thing to Bischoff. Vince would have never done that in the attitude era...even if Scott Hall happened to be in the WWF to pitch it to creative...even if Sting had the force like the NWO opposing him for the gimmick to make sense...Vince was going the opposite direction and trying to avoid cartoonish characters like Sting. Undertaker only made it cuz his character was already established before the attitude era began. There is 0 chance we would have anything like the Crow sting in WWF.
