Luthor himself can't kill Joker because he knows Batman would make him his #1 most wanted. Joker told him that himself when Luthor had a gun on him and Lex knew it was true.
Ra's al Ghul thought he could control Joker and that bit him in the ass so hard that he avoided Batman and Gotham all together afterwards. He realized that Joker was pure uncontrollable chaos and no one could handle it better than Bruce could.
Plus, Joker is capable of doing this to the Justice League! If he can catch Supes lacking, Marvel has no chance when Joker gets the lay of the land.
He'd Jokerize everyone in The RAFT and drop them in the middle of New York.
He'd open up the Negative Zone just to see the pretty colors he could decorate with.
He'd get a bunch of garbage barges and fumigate the city with Joker Gas.
Joker would hack Stark and have an army of droids at his command. All the while writing his name across the city with a high powered laser satellite.
Y'all have Joker put in this little mortal box where it comes down to punches and kicks. It doesn't. You have to be able to get passed the scheme first. And there's no bigger and dramatic schemer in comics than The Joker. Yeah, they may kill him after one or two showdowns but he's taking a few major cities and states down with him!

We all know what these characters are capable depends entirely on the staff and what arc they're pushing but when it's so far beyond the established nature of the character just for shock value, it's bad.

Joker trouncing the Justice League is hilariously bad, no pun intended. Realistically, no one is buying that happening, especially with the top tier players. Ollie, Dinah, maybe Atom but anyone above that? Get the fukk outta here with that.
Saying Joker is the best schemer in all of comics is downright foolish. You have guys who plot on a Multiversal scale, others who have plans that progress by the millennia, and even down to those on a planetary domination scale but the deranged guy who focuses on one city 99% of the time is your biggest threat.
