Which gangs were not created through the catalyst I spoke of.?

Write a list. I'll compare it to the list of gangs that were. And we'll see which list is Substantially longer.
Below is what your wrote

"This about understanding how they cane to be in order to formulate a solution."

I suggested something that could answer that. You lost me asking for a list.

Link me to the gang figures that have influence in their popular culture.
A NORTH KOREAN YAKUZA became a politician in JAPAN. This kinda puts your post in the dirt for no return. You know they hate koreans, right?

AN INDIAN SHOOTER GOT 12% IN AN ELECTION....
Munna Bajrangi or Prem Prakash Singh (2 June 1967 – 9 July 2018) was an Indian politician, a known contract killer and a gang leader from Eastern Uttar Pradesh.

Munna Bajrangi was initially a carpet weaver. After a few independent killings, the first at the age of 17, he committed the first murder. he joined a gang in Uttar Pradesh led by Gajraj Singh.[9] In an atmosphere where the moves of criminals becoming politicians was pioneered by gangsters like Brijbhusan Sharan Singh, Raja Bhaiyya, DP Yadav and others, Bajrangi started his criminal career as a member of criminal-politician Mukhtar Ansari's gang.[10] In the early 1990s, under the governance of Mulayam Singh Yadav's Samajwadi Party, criminals were flourishing in UP. In 1996, Mukhtar was elected from Mau, and the gang, with its arsenal of AK 47and other weapons, became a household name in the districts of Bhadohi Mau, Ghazipur, Varanasi and Jaunpur. The gangs made a living by garnering government contracts with political help.Shri Prakash Shukla was the first person who fired AK-47 on the soil of up Uttar Pradesh. He was a notorious crook in the 90's after this AK 47 was used by Munna Bajrangi.

In 2012, while imprisoned in Tihar jail with the trial proceeding ongoing,[14] Bajrangi fought in the 2012 Uttar Pradesh Legislative elections from Mariyahu as a joint candidate of the Apna Dal and the Peace Party. He came in third, polling 12% behind winner Shraddha Yadav of Samajwadi Party.

This is super light, it gets worse in other countries. There are Goon Prime Ministers.

The gangs and hardcore criminals should be locked in jail, there should be a deliberate federal response to clean the street of these violent thugs. I am all for second chances in non violent crimes but this isnt rule of law, this gangs are an evil and vile toxin to the society. they are poison

You musta never been to New Orleans or Miami or out in the muck where nikkas were living in wooden shotgun homes
Both cities also have regular neighborhoods where people act up.
New Orleans east is not "bad looking".
Carol City has "nice homes".
"you musta never been" That's funny.

Spain issues warrants for Russian officials alleged to be linked to crime gang

MADRID (Reuters) - A Spanish judge has issued arrest warrants for 12 Russians, including some senior officials, who are alleged to be linked to one of Russia’s largest criminal syndicates that operated out of Spain, a court document seen by Reuters showed.

After a decade-long investigation into the activities of the Tambov Gang, authorities want officials including Vladislav Reznik, a member of Russia’s lower house of parliament, to stand trial in Spain, the unpublished document said.

Other prominent Russian officials named in the document included General Nikolai Aulov, deputy head of the Federal Drug Control Service and a former KGB colleague of President Vladimir Putin, and former deputy head of the Russian prosecution service’s investigation committee, Igor Sobolevsky.

Reznik has previously denied the allegations and Russian Prosecutor General Yuri Chaika was quoted as saying in March that Russia will not extradite Reznik.

A Kremlin spokesman did not respond to a request for comment as it is a public holiday in Russia.

According to the document, all 12 people had dealings with the gang’s alleged leader, Gennady Petrov, who was arrested in Spain in 2008 with his wife and another man, but who has since fled the country. The prosecution also issued warrants for their rearrest.

Petrov shifted the Tambov Gang’s operation away from its St. Petersburg base in 1998 when he moved to Spain. He laundered millions of euros earned from its criminal activities in other countries through several Spanish firms and then sent the money abroad to those named, the document said.

Prosecutors say that charges against members of the group will include murder, arms trafficking, drug smuggling, extortion, fraud and money laundering.

Prosecutors said Petrov’s operation in Spain had close ties to the Russian state and was helped by a network of lawyers and other middlemen. Petrov also has previously denied the allegations.

“(The Tambov group) maintains strong links with political, economic, legal and security powers in Russia and also with members of other international criminal organizations,” Judge Jose de la Mata wrote in the document.

A U.S. diplomatic cable released by Wikileaks reported that the investigation’s chief prosecutor Jose Grinda gave a briefing in 2010 in which he said Russian political parties worked “hand in hand” with organized crime and called the country a “mafia state.”

Some supporters of ex-KGB agent Alexander Litvinenko, who was poisoned by radioactive polonium in 2006, believe he was helping investigate Moscow’s link to the Spanish case and may have been murdered in 2006 to stop him. The Kremlin has denied any involvement in his killing.

Mexican president ignores coronavirus restrictions to greet El Chapo's mother

Mexico’s president, Andrés Manuel López Obrador, has sparked perplexity and scorn by visiting the home town of his country’s most infamous drug lord and greeting the gangster’s mother – despite a plea from his own government for Mexicans to stay indoors.

Mexico’s deputy health minister on Saturday implored the country’s 130 million citizens not to leave home in an “urgent” bid to stop the spread of coronavirus.

Mexico’s president, Andrés Manuel López Obrador, shakes hands with children while visiting towns in the south-western state of Guerrero.

But less than 24 hours later López Obrador ignored that advice and journeyed to Badiraguato – the birthplace and former stomping ground of Joaquín “El Chapo” Guzmán, the world-famous narco boss who was last year jailed for life in the United States.

Located in the northern state of Sinaloa, Badiraguato is part of Mexico’s so-called Golden Triangle, a poor and mountainous marijuana- and poppy-growing region long at the heart of the country’s drug trade.

The controversy did not end there.

Video footage that went viral on Sunday evening showed the leftwing populist – who most call Amlo – shaking the hand of El Chapo’s elderly mother, María Consuelo Loera Pérez, as she sat in her car.

“Don’t get out,” Amlo can be heard telling the 92-year-old woman, before adding: “I got your letter.”

Also visible in the footage, putting his arm around Mexico’s president, is a man identified as José Luis González Meza, a Guzmán family representative.
