LA has hosted two Olympics in the past. All the venues are built and ready to go. Just have to clean up, have the Metro/public transportation upgraded, and have the security/police force planned and mapped out. They know what they're doing.

LA already has a Metrolink public transit Rail system

I road on alot of those rail lines. They are not that bad
