I agree, but it's possible he had an idea of what he wanted to do with this album years ago. Kendrick tends to play the long game when it comes to his projects. He started writing "The Blacker the Berry" in 2012 after Trayvon Martin was killed. And after TPAB came out, he was already thinking about DAMN.
He said he had writer's block for two years, and the video for "N95" was shot in 2020 so I think you're right and he started working on this particular album in 2019. Remember the rumors of him doing a rock-influenced album? It's also possible he was working on his follow-up to DAMN early on, scrapped what he had, and started over to get what we have now.
