Yes I believe we should have laws. We have laws on the books regarding firearms.
Just because people choose to break those laws, creating additional laws won't prevent people from CHOOSING to break the law.

The additional laws the pro gun-control side want are mostly cosmetic and are not effective.
You can't make laws to prevent all bad situations from happening.

I would assume most of the out of state guns are brought into NY illegally. Those people are choosing to break the law if they did not acquire them legally, and those weapons have features that are banned in the state of NY.
