I'm not a doc but Heroin like Morphine or Vicodin is an opioid and highly effective against pain. Morphine use in hospital is regulated (I think there is a limit per day to avoid dependence) and works well because it's the most efficient product against it. The docs who made the study explained their process which seemed pretty just.

Morphine is regulated because
(1) It is a narcotic, and every vial needs to be accounted for...
(2) It can suppress your reflex to breathe, and put you in respiratory distress...
(3) Addiction is the least concern when people are in physical pain...Most people who take morphine after surgery don't get addicted...
(4) There is no ceiling to how much morphine a person can get (if they are not allergic)...The dose can always be increased, taking into account sedation and respiratory distress...
(5) Opioids are UNDER prescribed by physicians...People are suffering for no reason, because Docs are too afraid to give the proper doses...
