For me, it's not about who actually did more damage. Yeah, Bane clearly had a bigger effect on Gotham then Joker did, but as far as who was the more captivating villain..it's Joker for me, easily.
Ledger stole every seen, stole the entire movie. Quotables for days (Nearly everything Joker said became memefied and much of it is genuinely iconic).
"Look at me....LOOK.AT.ME!"
Oh and...I'm glad Joker wasn't in TDKR. I understand that his reason for not being in it is terrible, but speaking just on the character front...I don't really see a place for him. Some people said that it would have been cool if he was running the trials instead of Scarecrow...I disagree. Joker was a force of nature, completely uncontrollable, would have been out of character for him to cooperate with Bane in any fashion. He didn't care to destroy Gotham or Batman...he was more interested in just general villainy, fukking with people, and being about that life....
One thing that actually might have been cool, and this is pure fan fiction...but what if The Joker somehow ended up helping Batman in some way? Bane wants to destroy Gotham, thinks Joker will help him, but at some point gets double crossed. Movie ends with Batman and Joker "destined to do this forever" (Maybe Bruce still leaves, but leaves it up to Blake to deal with Joker)....
Edit : Basically, Joker would be sorta like what Catwoman was, except for very different reasons, and wouldn't actually work hands on with Batman.
This is the kind of shyt that would go down in a cartoon or something, but maybe wouldn't have translated well to the big screen. Still, shame we never got the chance to see what Nolan would have done with the character (I don't care what he says, I think that Joker would have at least had a cameo if Ledger didn't pass).

I rate him highly. I've said this before on here, every time I watch that movie, my respect of this character goes up a notch. Very good performance on Eckhart's behalf (Especially when you consider that most of his screen time is shared with the worst character in the trilogy, Rachel), actually had a fantastic theme throughout the movie (Goes from making his own luck, to a scarred man placing everything on a burned double sided coin).

Powerful monologue....
Not that I don't fukk with Bane. Hardy did his thing. I actually think that while tying him into the whole League of Shadows things was good for the trilogy as a whole and brought everything full closure, it wasn't necessarily beneficial for Bane as a Character.
