The dude created or directly facilitated all the main conflicts in his own movies. In AoU him and Bruce created skynet while the rest of the team was having a party downstairs. After skynet dropped a COUNTRY from orbit he was on some bullshyt.

Talking bout the world needs to be protected from the Avengers. Regulations would be good for the team.
