my vote goes to hov based on the following criteria
- peak longevity (how long were they at their apex lyrically?)
- versatility
- story telling (with respect due to mahogany, what's on your mind & casualties of war)
- cultural presence (radio freestyles, mixtape appearances, emcee battles)
- overall strength of discography
it's tough to vote against the god because without him do we even have a jay z? he changed the way nikkas rhyme forever and got stanleys all over the globe, i love rakim. but he ain't fukkin with jay z which says a hell of a lot about just how great hov really is

Hov, and it's not really fair.
Even if you think Jay is overrated, take his best or his best stretch and at the very least it's just as good as Rakim.
But IMO, for as good as Rakim was for his run, Jay's best put together is way more impressive.
