You can't see AJPW/NOAH getting back to the levels they once were or close to it?
Breh, you gotta realize that promotions need more than just good wrestling/talent/shows for that kind of thing to happen. The hole All Japan and NOAH are in right now is too deep.
New Japan was in a financial crisis before the 07' revival, but they still had (japanese) people's perception on their side and they still had a big enough fanbase to build into. When Yukes bought NJPW, it still took them 2 years to start turning things around with Tanahashi - and they struck luck/gold with Mutoh's outsider run in 08' - and after that it took them 4 more years of consistently good decisions and luck (not saying luck is a bad thing btw, every successful wrestling company has had it) building around a young core of wrestlers and veterans that could still contribute.
Companies like AJPW and NOAH have none of that right now. Even with the young talent on their roster, they don't have the structure around them to start building something big. There's always the chance of a miracle happening, but that's pretty much the answer to your question.
PS: You also got to realize that NOAH was never even remotely close to what All Japan was. Although I understood your question, putting them in the same level when asking if they can get what they once were kinda makes no sense
