That's dumb ass hell not to many people who aren't Japanese speak Japanese. If they want to come out of this aging death spiral they need to take in immigrants where ever they can get them. As long as the general people integrates them things like crime shouldn't be an issue cuz Japan has the institutions to educate the 2nd generation kids. But I doubt it cuz bigots can't help themselves even in dire economic situations.
