Japan was watching what China went through with Opium. They will never let that happen to them. They will only allow drugs to be used for medicinal purposes mostly or you're getting locked up.

The funny thing is, that is one of the reasons that led to their industrialization later on. They're stuck in the past of the Meiji era without learning from their mistakes.
