The fact is "the rent too damn high" and most the jobs are in the city centers like Tokyo so everyone is being funneled there driving everything up. Do something about that, like giving perks/tax breaks to people having kids etc., and the situation may improve. But what you don't want to do is taking the shortcut method of trying to plug up the falling birth rates by bringing in a whole bunch of foreigners.

household income declined, cost of living got more expensive and folks are working longer hours.. it doesn't make sense but they want people to have kids under those conditions.
