The culture was created for them before they were even born. Even if its not political anymore, the violence wasn't going to just vanish. You open Pandora's box, good luck closing that bytch. Also keep in mind JA, Trinidad, and a few other islands are narco transport jump off islands. Pirates and gangsters fighting drug lords for control of channels and routes.
