It's this goofy mix of Jamaican and Canadian/hoser. It's always seemed like a put on accent to me. I heard it growing up in Toronto and still hear it today from guys (Black, white, South Asian) I know don't really talk like that.

It's weird how Caribbean + London accent doesn't sound half as bad as Toronto.
