If they’re in the prison on the inmates they’ve probably hitched rides with every guard and staff member in that jail to their homes, now their kids take them to school and so on and so on they continue to spread. An infestation that bad is a public health treat

To add on, considering the horrid conditions of that jail, deadly bacteria could have played a large role in causing that and his death.
