Two Egyptian security sources said that Hamas has requested a written guarantee from the US for a permanent ceasefire as well as the withdrawal of Israeli forces from the Gaza Strip in order to agree to the US-backed ceasefire proposal.
Biden's ceasefire proposal, the so-called "three phase plan", entails the gradual release of Israeli captives held in Gaza, the freeing of Palestinian prisoners and the withdrawal of Israeli forces from areas in the Gaza Strip over two phases. The plan also includes the reconstruction of Gaza and the return hostages' bodies.
While the US claims that Israel has accepted the proposal, Israel has not publicly confirmed its acceptance.
Hamas responded on Tuesday to a ceasefire proposal outlined by US President Joe Biden on 31 May, capping days of waiting for an official response from the group.
"The state of Qatar and the Arab Republic of Egypt announce that they have received today a response from [Hamas] and the Palestinian factions regarding the most recent proposal for a ceasefire deal and the exchange of prisoners and detainees," a statement from Qatar's Ministry of Foreign Affairs read.
White House Spokesperson John Kirby said the US had received the response Hamas delivered to the mediators, and that the US was "working its way" through it.
"The response prioritises the interests of the Palestinian people and emphasises the need for a complete halt to the ongoing aggression in Gaza," Hamas and Islamic Jihad said in a joint statement.
They said they were ready to "engage positively to reach an agreement that puts an end to this war".
According to Reuters, Hamas's response includes a counter-proposal for a new timeline for the permanent ceasefire and withdrawal of Israeli troops from Gaza.
Qatar said in its statement that it would study the response with Egypt and coordinate with the parties.
The United States has said Israel accepted its proposal, but Israel has not publicly said this. Israel, which has continued assaults in central and southern Gaza, among the bloodiest of the war, has repeatedly said it would not commit to an end of its campaign in Gaza before Hamas is eliminated.
