When the group's predecessor organization was created in 1999, it was called Jamaat al-Tawhid wal-Jihad, which means Unity and Jihad. In 2004, the group's founder, Abu Musab al-Zarqawi, pledged an oath to al-Qaeda, changing his group's name to Tanzim Qaidat al-Jihad fi Bilad al-Rafidayn — or, as it was called in English, al-Qaeda in Iraq.

Putin's actions until very recently have helped sustain and support ISIS. All of his initial bombings in Syria were aimed at Assad's most moderate, reasonable opposition, NOT at ISIS. He was far more concerned with ensuring that his buddy Assad remained in control of Syria, despite Assad's brutality there. The Syrian Civil War getting drawn out provided the additional chaos in the region giving ISIS room to operate. And then there's been a lot of talk (which I haven't confirmed yet) that Putin/Assad were purposely avoiding hurting ISIS for as long as possible. If they had struck ISIS down, then Assad would be the worst "bad guy" in the region. But by keeping ISIS alive, it gave the world someone even worse to worry about, so now they're not really concerned with getting rid of Assad anymore.
Not to mention that Russia's always been a horrible model on this front - Putin's actions in Chechnya made that conflict worse, not better. If Obama had even close to as bad a record in taking losses to terrorists as Putin has, he never would have made it past his first term.
