What response in particular?

Mind you, official white-papers by them are only for the sake of quieting the public and bolstering perception of legality, not actionable understanding of how things are carried out or what is really taking place.

Whatever they put out gets magnified and reinterpreted anyways by extremists so its not in their best interest to play fast and loose with language.

Downplaying threats is what they do. They're not stupid.

Like I stated before in either this thread or another...Obama made huge mistakes earlier on getting bogged down and succumbing to pressure to be so involved military in foreign affairs....he got himself into this hole. He should have not been a sell out and instead focused on helping out Africa...
