And true, Logan is 100+ years old and well traveled.
But Cap's brain is a living computer. He masters martial arts disciplines damn near the moment he uses/sees/tries them.
He's mastered every martial art ever shown to him. This includes martial arts from the future while dealing with Kang fukkery.
Plus he's FAR more experienced, having been stuck in different dimensions for decades at a time and being stuck in time loops/cosmic cubes for hundreds of years.
Hell, Cap has beaten Logan more than once.
He's beaten somebody who knew every martial art known to man (up to that time)
He's beaten DC Comics' Prometheus in a few panels, the same Prometheus who was writer Grant Morrison's version of "Anti-Batman" and had spent 2 or 3 issues beating the shyt out of the Justice League.
The stuff that Wolverine has over Cap are his healing factor and the adamatium.
I'm pretty sure Cap would say he dealt with some Nazi-ish Wolverine clone during WWII.
It's like this. Marvel "Street Level": Steve Rogers is at the top.
Below that, you got Black Panther (tied), Logan, Shang Chi, Iron Fist, Daredevil, Elekra, Black Widow, Moon Knight, Gambit, and obscure folks I'm sure only nerds have heard of.
Above Cap, you got Spider-Man.
