Dorsey didn't get what he wanted out of Bluesky such as big push on crypto, very little moderation like how Twitter was before he left, "free speech" That's why he left, he didn't like how well structured they were and though he could get his way. That's why he big upped Twitter when he return, he liked the "freedom technology" Elon kept on Twitter. Also, the users were getting on his ass something serious apparently when he was still on Bluesky.
