I thought about this and realized Majin Buu really had no intentions but just to kill nikkas and eat cake.

-Freiza (Wanted domination and profit)

Cell did what he was programmed to do and absorbed 17 & 18, I don't think it was revenge exactly. After that he just wanted to test how strong his perfect body was, made a tournament and threatened to kill everyone if they didn't show up. Him and Future 17 & 18 are maybe the closest things in DB to Kid Buu as far as just fukking things up for no reason
