At their peaks you can't really take neither over the other.
Rose at his peak is an absolutely unstoppable scorer that just has jaw-dropping moves, one of the best scoring point guards of all time, and he can manage the game well.
Wall is a better point guard, he has great court vision and distributes the ball better than pretty much any point guard in the league. He's a better plug in and play player for any team needing a point guard, but he's not the scorer Rose is. As far as taking games over he just doesn't do it like Rose did, not to say Wall isn't capable though.
Defense is negligible in this conversation as I always say in conversations about point guards, though Wall is big enough to guard 2's, he generally doesn't. Rose has never been a liability on defense and that's all that really matters when it comes to point guard defense.
